The High Commissioner for Human Rights is the principal human rights official of the United Nations system and responsible directly to the UN Secretary-General. The Office of the High Commissioner for Human Rights (OHCHR), works with governments and other stakeholders towards making all human rights a reality for all people. OHCHR provides technical expertise and assistance and supports capacity development at international, regional and national levels.

OHCHR established a regional presence for the Pacific in Suva, Fiji, in August 2005. It covers 16 countries: Australia, Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, New Zealand, Niue, Palau, Papua New Guinea, Republic of the Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.

Under the direct supervision of the Regional Representative, OHCHR Regional Office for the Pacific (or delegate), the National Human Rights Officer provides assistance and advisory services, ensuring high quality, accuracy, compliance with UN standards and consistency of work. The National Human Rights Officer promotes a client-oriented approach to work in the OHCHR Regional Office for the Pacific that complies with rules and regulations and complies with international human rights standards.

The National Human Rights Officer works in close collaboration with relevant partners in and outside of the UN system to exchange information and ensure complementary programming in maintaining a range of specific tasks.

Duties and Responsibilities

Design and implement capacity-building training programmes in the field of human rights, for various target groups (Government, UN and regional partners, and civil society).

Provide technical support to Governments, inter-governmental organisations, National

Human Rights Institutions and civil society, including in relation to UN human rights mechanisms, such as the human rights treaty bodies, the Special Procedures and the

Universal Periodic Review of the Human Rights Council.
Provide advice to the UN Country Team’s/Humanitarian Country Team’s thematic and other working groups, as relevant.

Provide assistance in drafting position statements and other related documents (reports, communications, briefings, press releases, etc).

Analyse individual complaints received by the OHCHR Regional Office for the Pacific and provide advice to the Regional Representative on follow-up on complaints.

Undertake any other assignment as requested by OHCHR Regional Office for the Pacific or OHCHR Headquarters (based in Geneva, Switzerland).


Master’s degree, preferably in law or a related field.

Work Experiance

At least 2 years work relevant experience at the national or international level. Experience in designing and delivering training and other capacity building activities. Sound knowledge of the United Nations human rights system. Sound knowledge of the human rights situation in the Pacific. Strong oral, inter-personal and presentation skills. Strong ability for coordination and partnership development. Computer literate with good drafting skills.

Demonstrates professional competence and mastery of human rights concepts and approaches, in particular with regards to human rights international and national norms;

Ability to identify issues, analyze and participate in the resolution of issues/problems;

Capacity to plan, monitor, evaluate and coordinate human rights related matters with

Governmental and Non-Governmental partners, other United Nations Agencies, and other relevant stakeholders, and to advocate for the respect and integration of human rights in various fora;

Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases, and ability to assist with data collection using various methods;

Ability to deliver presentations to external audiences and to build/maintain effective partnerships for the purpose of training and capacity-building;

Ability to plan own work and manage conflicting priorities;
Conscientious and efficient in meeting commitments, observing deadlines and achieving results;

Shows pride in work and in achievements;
Is motivated by professional rather than personal concerns;

Ability to apply good judgment in the context of assignments given, show persistence when faced with difficult problems or challenges and remain calm in stressful situations.
